Propose and ratify the following amendment to the US Constitution:

The People, whenever the US citizen electorate of two thirds of the States shall deem it necessary, after having met the threshold of petition or vote specified by their individual States, shall propose an amendment to this Constitution, which shall be valid to all intents and purposes, as part of this Constitution when ratified by three fourths of the State Legislatures.
